A Decade of Activity and Future Plans: Meeting of the PSMU Supervisory Board
On October 15, 2026, the 23rd regular meeting of the Supervisory Board of Poltava State Medical University (PSMU) took place. The meeting was opened by the Board Chair, Yurii Paramonov, who outlined the key issues currently on its agenda.
During the meeting, Yurii Paramonov recalled that the Supervisory Board was established in 2016 in accordance with Order No. 305 of the Rector of the Ukrainian Medical Stomatological Academy and Resolution No. 953 of the Cabinet of Ministers of Ukraine. Thus, the Board will celebrate its tenth anniversary at the end of 2026.
The Chair also presented the revised version of the Regulations on the PSMU Supervisory Board, developed in accordance with recommendations from the Ministry of Health of Ukraine and the University Academic Council. The document provides for an increase in the number of Board members, clarification of the procedures for appointing its membership, its powers and working formats, and an expansion of its areas of responsibility.
To improve the Board’s effectiveness, three permanent committees have been established:
- Education Quality and Innovative Teaching Methods;
- Legal and Regulatory Affairs;
- Cultural, Educational, Artistic, and Ethical Activities.
During the meeting, the Supervisory Board members unanimously approved the revised 2026 Regulations and the new composition of the Board. They also developed proposals to improve its work over the coming year.
Next, PSMU Rector Professor Viacheslav Zhdan presented a report on the University’s activities during the first nine months of 2026, focusing on the results of its educational and research activities, the quality of student training, and the safety of the university environment.
Among the key achievements, he highlighted the successful accreditation of seven educational programmes, including the designation of the master’s degree programme in Dentistry as an exemplary programme. The Rector also reported on the results of the KROK licensing examinations, the development of postgraduate research training, and the extension of the mandates of the University’s specialized academic councils until 2028.
Particular attention was given to the introduction of the courses Fundamentals of National Resistance and Military Training under the Reserve Officers Training Programme, approved by the Ministry of Defence of Ukraine.
Ensuring the safety of participants in the educational process and maintaining uninterrupted university operations remain essential priorities under martial law. As the Rector noted, shelters have been equipped in five PSMU academic buildings and dormitories. Diesel generators and solar panels with a total capacity of 70 kW have also been installed.
The report also addressed the University’s financial resources, including the payment of salaries and scholarships, utility expenses, and the maintenance of its material and technical infrastructure.
Another item on the agenda concerned the progress and results of the 2026 admissions campaign. PSMU Admissions Committee Secretary Hennadii Balia presented a report outlining the specific features of organizing admissions under martial law, including compliance with safety requirements, the remote delivery of certain procedures, and the digitalization of the admissions process.
The speaker also highlighted the continuation of the combat medics training project, which enables military personnel with relevant certificates and practical experience to pursue higher education through part-time, non-residential study.
Summarizing the admissions campaign, Hennadii Balia noted that, despite a certain decrease in enrolment at some educational levels compared with the previous year, the overall figures exceeded those recorded before the full-scale war.
At the conclusion of the meeting, the members of the PSMU Supervisory Board unanimously endorsed the candidacy of University Rector Viacheslav Zhdan in the rector elections scheduled for November 6, 2026.
